The coordination in the field of safety and health must be organized both in the phase of study, conception and elaboration of the project, as well as during the execution of the works.

According to the Government Decision no. 300/2006 regarding the minimum safety and health requirements for temporary or mobile sites, the Beneficiary and / or the Project Manager must appoint a coordinator in the field of safety and health during the elaboration of the project and the accomplishment of the work.

Safety and health plan

The beneficiary of the work or the project manager must ensure that a safety and health plan is established before opening the site.

The safety and health plan is a written document that contains the set of measures that must be taken to prevent the risks that may arise during the activities on the site.

The safety and health plan must be drafted starting with the project development stage and must be kept up to date throughout the work.

The safety and health plan must be drawn up by the coordinator in the field of safety and health during the elaboration of the project.

Own safety and health plan

The own safety and health plan includes the set of safety and health measures specific to each entrepreneur or subcontractor.

When a contractor commits to perform works on the site, he must submit his own safety and health plan to the project manager, to the beneficiary or to the coordinators in the field of safety and health.

The contractor must establish this plan within 30 days from the date of contracting the work.

The own safety and health plan must be harmonized with the site’s safety and health plan.

The contractor who carries out all or a part of the works that must comply with the provisions of the safety and health plan with one or more subcontractors, must send them a copy of his plan and, if necessary, a document containing the general measures of safety and health for the works on the site that fall within its responsibility.

When developing the own safety and health plan the subcontractor must take into account the information provided by the contractor and the provisions of the site safety and health plan.

The subcontractor must draw up his / her own safety and health plan within 30 days from the date of contracting the work with the contractor.

The responsibilities of the coordinator in the field of safety and health during the accomplishment of the work:

  1. to coordinate the implementation of the general principles of prevention and of security when choosing the technical and / or organizational solutions, in order to plan different works or phases of work that are carried out simultaneously or successively and to estimate the time needed to perform these works or phases of work;
  2. to coordinate the implementation of the necessary measures to ensure that employers and, where appropriate, self-employed persons observe the principles provided in art. 56 of the GD 300/2006, in a coherent and responsible way, and apply the safety and health plan;
  3. to adapt or request to make any adjustments of the safety and health plan and of the file of subsequent interventions, depending on the development of works and the possible changes;
  4. to organize the cooperation between the employers, including the successors on the site, and the coordination of their activities, regarding the protection of the workers, the prevention of accidents and the occupational risks that may affect the health of the workers, mutual informing and the information of the workers and their representatives and, if necessary, to inform self-employed persons;
  5. to coordinate the activities that follow the correct implementation of the work instructions and of work security;
  6. to take the necessary measures so that only the persons empowered have access to the site;
  7. to establish, in collaboration with the project manager and the contractor, the general measures applicable to the site;
  8. to take into account all the interferences of the activities in the perimeter of the site or its vicinity;
  9. to establish, together with the contractor, the obligations regarding the use of the means of collective protection, the loads lifting installations, the access to the site;
  10. to visit the site together with each contractor or subcontractor, before they draft their own safety and health plan;
  11. to approve the safety and health plans drawn up by the contractors and its changes.
